Avizul vizeaz\u0103 dou\u0103 elemente majore ale pachetului legislativ:<\/p>\n<p style=\"font-weight: 400;\">&#8211; revizuirea taxelor pe energie, unde principalele schimb\u0103ri sunt dup\u0103 cum urmeaz\u0103:<\/p>\n<ul>\n<li style=\"font-weight: 400;\">taxe mai mari pentru reducerea consumului,<\/li>\n<li style=\"font-weight: 400;\">cu c\u00e2t efectul consumului asupra climei este mai mare, cu at\u00e2t impozitul este mai mare,<\/li>\n<li style=\"font-weight: 400;\">taxele vor fi calculate pe baza con\u021binutului de energie \u00een loc de litri \u0219i tone.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">&#8211; lansarea Fondului european pentru abordarea problemelor s\u0103r\u0103ciei legate de facturile mai mari la energie, \u0219i anume Fondul pentru climat social, cu un buget propus de 72 200 000 000 de euro pentru perioada 2025-2032, care vizeaz\u0103<\/p>\n<ul>\n<li style=\"font-weight: 400;\">s\u0103 compenseze facturile mai mari cauzate de impozitele mai mari propuse pentru IMM-uri \u0219i gospod\u0103rii<\/li>\n<li style=\"font-weight: 400;\">sprijinirea eficien\u021bei energetice \u00een transportul \u0219i locuin\u021bele grupurilor vulnerabile, precum \u0219i pentru IMM-urile vulnerabile<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">Majoritatea m\u0103surilor necesare pentru atingerea obiectivelor climatice au o dimensiune teritorial\u0103 specific\u0103, iar autorit\u0103\u021bile locale \u0219i regionale sunt \u00een cea mai bun\u0103 pozi\u021bie pentru a evalua politicile necesare la nivelul lor.<\/p>\n<p style=\"font-weight: 400;\">Astfel, opinia se concentreaz\u0103 pe consecin\u021bele sociale ale tranzi\u021biei verzi \u0219i solu\u021biile oferite pentru a aborda aspectele conexe. Tranzi\u021bia c\u0103tre atingerea neutralit\u0103\u021bii climatice este un obiectiv comun pentru toate \u021b\u0103rile UE. Aceast\u0103 tranzi\u021bie necesit\u0103 schimb\u0103ri structurale care vor afecta via\u021ba tuturor cet\u0103\u021benilor europeni.<\/p>\n<p style=\"font-weight: 400;\">\n<ol>\n<li
