It should track measurable indicators such as fiscal decentralisation, local authorities\u2019 involvement in decision-making, administrative capacity and the quality of public services.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: justify;\">Reforms linked to enlargement and the Eastern Partnership will be credible only if citizens can see and feel their results locally.
