Mountain communities live every day with the consequences of large carnivore conflict, water-related climate risks, underfunded rural infrastructure and policies that are too often designed without sufficient attention to local realities.<\/p>\n<p style=\"text-align: justify;\" data-start=\"845\" data-end=\"1259\">On <strong data-start=\"848\" data-end=\"863\">2 July 2026<\/strong>, in Brussels, <strong data-start=\"878\" data-end=\"895\">Csaba Borboly<\/strong>, Vice-President of Harghita County Council, addressed the <strong data-start=\"954\" data-end=\"1030\">Carpathians Interregional Group of the European Committee of the Regions<\/strong>. Speaking as rapporteur for the CoR opinion on biodiversity conservation and coexistence with large carnivores, he presented concrete proposals on two key issues: <strong data-start=\"1194\" data-end=\"1224\">large carnivore management<\/strong> and <strong data-start=\"1229\" data-end=\"1258\">mountain water resilience<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1261\" data-end=\"1438\">Both sets of proposals received a positive response. The representative of <strong data-start=\"1336\" data-end=\"1348\">DG REGIO<\/strong> also confirmed that the ideas presented are actionable at Brussels decision-making level.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1440\" data-end=\"1604\">This work did not begin today, and it will not end today. It is a sustained, week-by-week and month-by-month process \u2014 and it continues until the goals are reached.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"z7ca6t\" data-start=\"1611\" data-end=\"1658\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"z7ca6t\" data-start=\"1611\" data-end=\"1658\">What is the Carpathians Interregional Group?<\/h2>\n<p style=\"text-align: justify;\" data-start=\"1660\" data-end=\"1883\">The <strong data-start=\"1664\" data-end=\"1701\">European Committee of the Regions<\/strong> is the EU institution where locally and regionally elected representatives \u2014 not national governments \u2014 have a direct institutional voice in shaping European legislation and policy.<\/p>\n<p style=\"text-align: justify;\" data-start=\"1885\" data-end=\"2070\">The <strong data-start=\"1889\" data-end=\"1924\">Carpathians Interregional Group<\/strong> brings together regions connected by the Carpathian mountain range, including territories from <strong data-start=\"2020\" data-end=\"2069\">Romania, Poland, Slovakia, Ukraine and Serbia<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2072\" data-end=\"2325\">This is not a ceremonial gathering. It is an institutional space where the daily realities of mountain farmers, shepherds, flood-threatened villages and communities living alongside large carnivores can be translated into concrete European policy input.<\/p>\n<h1 style=\"text-align: justify;\" data-section-id=\"15qbu0u\" data-start=\"2332\" data-end=\"2411\"><\/h1>\n<h1 style=\"text-align: justify;\" data-section-id=\"15qbu0u\" data-start=\"2332\" data-end=\"2411\">Large carnivore management: facts, proposals and a common Carpathian position<\/h1>\n<h2 style=\"text-align: justify;\" data-section-id=\"1k4fyc6\" data-start=\"2413\" data-end=\"2435\">What the data shows<\/h2>\n<p style=\"text-align: justify;\" data-start=\"2437\" data-end=\"2529\">Csaba Borboly\u2019s intervention was based on specific and verifiable data from Harghita County.<\/p>\n<p style=\"text-align: justify;\" data-start=\"2531\" data-end=\"2569\">In <strong data-start=\"2534\" data-end=\"2542\">2025<\/strong>, Harghita County recorded:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"2571\" data-end=\"2994\">\n<li data-section-id=\"12vsxzq\" data-start=\"2571\" data-end=\"2672\"><strong data-start=\"2573\" data-end=\"2603\">25 ambulance interventions<\/strong> related to bear attacks, with <strong data-start=\"2634\" data-end=\"2671\">4 persons transported to hospital<\/strong>;<\/li>\n<li data-section-id=\"1y3hhai\" data-start=\"2673\" data-end=\"2756\"><strong data-start=\"2675\" data-end=\"2708\">305 agricultural damage cases<\/strong> filed with the county agricultural directorate;<\/li>\n<li data-section-id=\"rgcmff\" data-start=\"2757\" data-end=\"2866\"><strong data-start=\"2759\" data-end=\"2784\">232 gendarmerie cases<\/strong> linked to bear presence or attacks, of which <strong data-start=\"2830\" data-end=\"2865\">203 occurred inside settlements<\/strong>;<\/li>\n<li data-section-id=\"1i3fkym\" data-start=\"2867\" data-end=\"2934\"><strong data-start=\"2869\" data-end=\"2909\">155 RO-Alert emergency notifications<\/strong> issued because of bears;<\/li>\n<li data-section-id=\"ypedtv\" data-start=\"2935\" data-end=\"2994\"><strong data-start=\"2937\" data-end=\"2973\">9 road accidents involving bears<\/strong>, recorded by police.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"2996\" data-end=\"3103\">These are not isolated incidents. They represent the daily reality of life in a Carpathian mountain county.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3105\" data-end=\"3331\">Romania\u2019s national genetic monitoring, published in 2025, estimates the brown bear population at between <strong data-start=\"3210\" data-end=\"3243\">10,000 and 12,800 individuals<\/strong> \u2014 approximately three times the assessed ecological carrying capacity of the territory.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3333\" data-end=\"3460\">The data exists. The problem is acknowledged. What is still missing is a coherent, regionally differentiated EU-level response.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"1f0haa3\" data-start=\"3467\" data-end=\"3511\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"1f0haa3\" data-start=\"3467\" data-end=\"3511\">The same challenge across the Carpathians<\/h2>\n<p style=\"text-align: justify;\" data-start=\"3513\" data-end=\"3677\">This situation is not unique to Romania. Across the Carpathian range \u2014 in Poland, Slovakia and beyond \u2014 mountain communities are facing the same structural tension.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3679\" data-end=\"3867\">Conservation frameworks are designed at European level, while the costs are borne almost entirely by local communities. Recognition remains limited, and compensation is often insufficient.<\/p>\n<p style=\"text-align: justify;\" data-start=\"3869\" data-end=\"4059\">The message from the Carpathian regions is clear: conservation must remain credible, but it must also be fair, realistic and adapted to the territories that carry its consequences every day.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"1y738jb\" data-start=\"4066\" data-end=\"4112\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"1y738jb\" data-start=\"4066\" data-end=\"4112\">Five concrete proposals on large carnivores<\/h2>\n<p style=\"text-align: justify;\" data-start=\"4114\" data-end=\"4243\">At the Brussels session, Csaba Borboly presented five concrete proposals, which received a positive response from the Intergroup.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"1j8cyg1\" data-start=\"4245\" data-end=\"4310\">1. A common Carpathian position on large carnivore management<\/h3>\n<p style=\"text-align: justify;\" data-start=\"4312\" data-end=\"4433\">The first proposal calls for a shared Carpathian position, with <strong data-start=\"4376\" data-end=\"4432\">human life and safety as the explicit first priority<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4435\" data-end=\"4570\">This position would be submitted to the CoR <strong data-start=\"4479\" data-end=\"4487\">ENVE<\/strong> and <strong data-start=\"4492\" data-end=\"4499\">NAT<\/strong> commissions as formal Carpathian input to the ongoing opinion process.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"bfbpzq\" data-start=\"4572\" data-end=\"4639\">2. A science-based review of the brown bear\u2019s protection status<\/h3>\n<p style=\"text-align: justify;\" data-start=\"4641\" data-end=\"4792\">The second proposal calls for a <strong data-start=\"4673\" data-end=\"4724\">science-based, regionally differentiated review<\/strong> of the brown bear\u2019s protection status under the Habitats Directive.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4794\" data-end=\"4909\">This would apply specifically to territories where population data and conflict data jointly justify such a review.<\/p>\n<p style=\"text-align: justify;\" data-start=\"4911\" data-end=\"5037\">This is not a call to abandon conservation. It is a call to make conservation credible in territories that bear its full cost.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"mwews5\" data-start=\"5039\" data-end=\"5109\">3. A joint Carpathian input to EU nature and restoration processes<\/h3>\n<p style=\"text-align: justify;\" data-start=\"5111\" data-end=\"5272\">The third proposal focuses on a joint Carpathian contribution to the <strong data-start=\"5180\" data-end=\"5214\">Habitats Directive stress test<\/strong> and the implementation of the <strong data-start=\"5245\" data-end=\"5271\">Nature Restoration Law<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5274\" data-end=\"5447\">This input would specifically address human\u2013large carnivore conflict in mountain regions. National restoration plans should include a dedicated action chapter on this issue.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"zvvsdd\" data-start=\"5449\" data-end=\"5504\">4. A shared Carpathian large carnivore data package<\/h3>\n<p style=\"text-align: justify;\" data-start=\"5506\" data-end=\"5697\">The fourth proposal is to build a shared data package combining figures from ambulance services, emergency systems, agricultural authorities, gendarmerie and police across Carpathian regions.<\/p>\n<p style=\"text-align: justify;\" data-start=\"5699\" data-end=\"5862\">Cross-border data infrastructure for large carnivore conflict management is exactly the kind of joint regional investment that <strong data-start=\"5826\" data-end=\"5838\">Interreg<\/strong> can and should support.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"1p86lb3\" data-start=\"5864\" data-end=\"5929\">5. A dedicated EU financing mechanism for conflict management<\/h3>\n<p style=\"text-align: justify;\" data-start=\"5931\" data-end=\"6088\">The fifth proposal calls for a dedicated EU financing mechanism for large carnivore conflict management in the <strong data-start=\"6042\" data-end=\"6087\">2028\u20132034 Multiannual Financial Framework<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6090\" data-end=\"6312\">The current <strong data-start=\"6102\" data-end=\"6110\">LIFE<\/strong> and <strong data-start=\"6115\" data-end=\"6122\">CAP<\/strong> instruments are not fit for purpose in overpopulation zones. In areas with high bear density, mountain farmers are no longer working eight-hour days. They are working twenty-four-hour days.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6314\" data-end=\"6419\">That is a documented and verifiable reality that must be reflected in the future EU funding architecture.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"eed54q\" data-start=\"6426\" data-end=\"6457\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"eed54q\" data-start=\"6426\" data-end=\"6457\">A renewed institutional path<\/h2>\n<p style=\"text-align: justify;\" data-start=\"6459\" data-end=\"6661\">The consultation with the CoR secretariat confirmed that the process is on track to identify the appropriate institutional form for the Committee of the Regions to again address the European Commission.<\/p>\n<p style=\"text-align: justify;\" data-start=\"6663\" data-end=\"6786\">The objective is to request a review of the bear\u2019s protection status in member states where human fatalities have occurred.<\/p>\n<h1 style=\"text-align: justify;\" data-section-id=\"1aoykeg\" data-start=\"6793\" data-end=\"6871\"><\/h1>\n<h1 style=\"text-align: justify;\" data-section-id=\"1aoykeg\" data-start=\"6793\" data-end=\"6871\">Mountain water resilience: Europe\u2019s water tower deserves European investment<\/h1>\n<h2 style=\"text-align: justify;\" data-section-id=\"c3abiv\" data-start=\"6873\" data-end=\"6916\">The challenge that lowland policy misses<\/h2>\n<p style=\"text-align: justify;\" data-start=\"6918\" data-end=\"7043\">The Carpathians are Europe\u2019s water tower. The rivers that cross the borders of Carpathian countries begin in these mountains.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7045\" data-end=\"7199\">Climate change in mountain areas does not simply mean less water. It means water arriving at the wrong time, in the wrong place and in the wrong quantity.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7201\" data-end=\"7333\">One week, flash floods destroy roads, bridges and farmland. The next, drought dries up springs and leaves farmers without a harvest.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7335\" data-end=\"7479\">Existing EU funding frameworks have overwhelmingly focused on lowland water challenges, leaving mountain communities structurally disadvantaged.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7481\" data-end=\"7731\">Mountain regions are not only water sources. They are living spaces, cultural landscapes, ecological assets and engines of rural economies. They deserve policy frameworks built for their specific realities \u2014 not lowland models adapted after the fact.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"pkz11q\" data-start=\"7738\" data-end=\"7771\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"pkz11q\" data-start=\"7738\" data-end=\"7771\">What has already been achieved<\/h2>\n<p style=\"text-align: justify;\" data-start=\"7773\" data-end=\"7907\">In <strong data-start=\"7776\" data-end=\"7793\">November 2025<\/strong>, Harghita County Council organised a conference on mountain water resilience under the <strong data-start=\"7881\" data-end=\"7906\">European Climate Pact<\/strong>.<\/p>\n<p style=\"text-align: justify;\" data-start=\"7909\" data-end=\"8054\">This was not a simple consultation. It was a working session where mayors, farmers, foresters, scientists and young people sat at the same table.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8056\" data-end=\"8202\">From that process, a policy document was produced: the <strong data-start=\"8111\" data-end=\"8161\">Water Resilience Framework for the Carpathians<\/strong>, coordinated by Harghita County Council.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8204\" data-end=\"8227\">The framework proposes:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"8229\" data-end=\"8435\">\n<li data-section-id=\"1xvjhwy\" data-start=\"8229\" data-end=\"8264\">local water oversight committees;<\/li>\n<li data-section-id=\"1c1uc8x\" data-start=\"8265\" data-end=\"8297\">community monitoring networks;<\/li>\n<li data-section-id=\"rlt4aj\" data-start=\"8298\" data-end=\"8327\">micro-regional pilot areas;<\/li>\n<li data-section-id=\"ggajgc\" data-start=\"8328\" data-end=\"8353\">nature-based solutions;<\/li>\n<li data-section-id=\"wwdrj9\" data-start=\"8354\" data-end=\"8435\">stronger cooperation between public authorities, experts and local communities.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"8437\" data-end=\"8539\">The framework treats water not only as a technical issue, but as a social, economic and strategic one.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8541\" data-end=\"8705\">Earlier in 2026, the Committee of the Regions adopted its <strong data-start=\"8599\" data-end=\"8636\">Water Resilience Strategy opinion<\/strong>, and the proposals developed in Harghita are reflected in that text.<\/p>\n<p style=\"text-align: justify;\" data-start=\"8707\" data-end=\"8858\">This is not a coincidence. It is the result of years of deliberate, sustained engagement \u2014 one step at a time, without stopping until the work is done.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"p1827a\" data-start=\"8865\" data-end=\"8905\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"p1827a\" data-start=\"8865\" data-end=\"8905\">Three proposals presented in Brussels<\/h2>\n<p style=\"text-align: justify;\" data-start=\"8907\" data-end=\"8996\">At the Brussels session, three concrete steps were proposed on mountain water resilience.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"1r74uhg\" data-start=\"8998\" data-end=\"9057\">1. A thematic CoR debate on Carpathian water resilience<\/h3>\n<p style=\"text-align: justify;\" data-start=\"9059\" data-end=\"9160\">The Intergroup should formally request a thematic debate at CoR level on Carpathian water resilience.<\/p>\n<p style=\"text-align: justify;\" data-start=\"9162\" data-end=\"9274\">This debate should lead to a clear common position before the next Multiannual Financial Framework negotiations.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"agzqw8\" data-start=\"9276\" data-end=\"9340\">2. A CoR own-initiative opinion on mountain water resilience<\/h3>\n<p style=\"text-align: justify;\" data-start=\"9342\" data-end=\"9519\">A follow-up should be initiated through the <strong data-start=\"9386\" data-end=\"9404\">NAT commission<\/strong>, with the goal of preparing a CoR own-initiative opinion on mountain water resilience for the 2027 work programme.<\/p>\n<p style=\"text-align: justify;\" data-start=\"9521\" data-end=\"9657\">This opinion should explicitly address mountain-specific funding instruments, rather than adapting lowland models to mountain realities.<\/p>\n<h3 style=\"text-align: justify;\" data-section-id=\"we089a\" data-start=\"9659\" data-end=\"9699\">3. A shared Carpathian evidence base<\/h3>\n<p style=\"text-align: justify;\" data-start=\"9701\" data-end=\"9790\">Each member region should contribute a short, comparable territorial snapshot, including:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"9792\" data-end=\"9874\">\n<li data-section-id=\"5lhvjx\" data-start=\"9792\" data-end=\"9812\">flash flood risks;<\/li>\n<li data-section-id=\"1n07yh5\" data-start=\"9813\" data-end=\"9829\">drought zones;<\/li>\n<li data-section-id=\"gf6ki9\" data-start=\"9830\" data-end=\"9850\">degraded wetlands;<\/li>\n<li data-section-id=\"pliops\" data-start=\"9851\" data-end=\"9874\">good local practices.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"9876\" data-end=\"10019\">This shared evidence base is what makes the Carpathian voice credible when speaking before the European Commission and the European Parliament.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"5ts81h\" data-start=\"10026\" data-end=\"10074\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"5ts81h\" data-start=\"10026\" data-end=\"10074\">Water resilience and Interreg belong together<\/h2>\n<p style=\"text-align: justify;\" data-start=\"10076\" data-end=\"10130\">Water resilience and Interreg are not separate topics.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10132\" data-end=\"10294\">Transboundary river basins, shared monitoring systems and joint nature-based solutions are exactly the kind of cross-border investments that Interreg should fund.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10296\" data-end=\"10462\">The two conversations reinforce each other: stronger territorial cooperation can support both climate adaptation and the long-term resilience of mountain communities.<\/p>\n<h1 style=\"text-align: justify;\" data-section-id=\"qaoxjn\" data-start=\"10469\" data-end=\"10524\"><\/h1>\n<h1 style=\"text-align: justify;\" data-section-id=\"qaoxjn\" data-start=\"10469\" data-end=\"10524\">What today means for Carpathian regions across Europe<\/h1>\n<p style=\"text-align: justify;\" data-start=\"10526\" data-end=\"10605\">The Brussels session was not a conclusion. It was one more step on a long road.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10607\" data-end=\"10730\">The proposals presented and positively received now need to become structured working processes with concrete deliverables.<\/p>\n<p style=\"text-align: justify;\" data-start=\"10732\" data-end=\"10787\">Several important institutional moments are converging:<\/p>\n<ul style=\"text-align: justify;\" data-start=\"10789\" data-end=\"11313\">\n<li data-section-id=\"1gv469y\" data-start=\"10789\" data-end=\"10988\">the CoR secretariat confirmed that the path is open for a new own-initiative approach to the European Commission on bear protection status, targeting member states with documented human fatalities;<\/li>\n<li data-section-id=\"11dzkg0\" data-start=\"10989\" data-end=\"11201\">the extension of the <strong data-start=\"11012\" data-end=\"11067\">Interreg Romania\u2013Slovakia\u2013Ukraine\u2013Hungary programme<\/strong> to include the remaining Carpathian countries was on the agenda, directly linking to financing opportunities for both thematic areas;<\/li>\n<li data-section-id=\"1rpy7kz\" data-start=\"11202\" data-end=\"11313\">preparation for the <strong data-start=\"11224\" data-end=\"11269\">2028\u20132034 Multiannual Financial Framework<\/strong> is intensifying in the second half of 2026.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\" data-start=\"11315\" data-end=\"11504\">The European Commission is approaching this cycle with an emphasis on place-based decision-making, territorial partnership plans and local evidence as the foundation for funding frameworks.<\/p>\n<p style=\"text-align: justify;\" data-start=\"11506\" data-end=\"11666\">This means that regions with prepared positions, solid data and cross-border coalitions have a genuine opportunity to shape outcomes \u2014 not just respond to them.<\/p>\n<h2 style=\"text-align: justify;\" data-section-id=\"1pd4o27\" data-start=\"11673\" data-end=\"11694\"><\/h2>\n<h2 style=\"text-align: justify;\" data-section-id=\"1pd4o27\" data-start=\"11673\" data-end=\"11694\">The work continues<\/h2>\n<p style=\"text-align: justify;\" data-start=\"11696\" data-end=\"11864\">For all Carpathian regions facing similar challenges \u2014 large carnivore conflict, mountain water stress and structural underfunding \u2014 the message from Brussels is clear.<\/p>\n<p style=\"text-align: justify;\" data-start=\"11866\" data-end=\"11967\">The institutional tools exist. The political window is open.
