Not as a protocol gift, but as a sign of trust.<\/p>\n<p style=\"font-weight: 400;\">Dominic Smith, a Civil Affairs officer of the United States Army, handed me the badge of his unit at the end of a meeting during which I did not say what they may have wanted to hear, but what is true.<\/p>\n<p style=\"font-weight: 400;\">The background of the meeting was the letter sent to Harghita County Council by the CIMIC structure of the Romanian Ministry of National Defence, signed by Lieutenant Colonel Ana-Maria Grandel. The delegation arrived with the aim of strengthening interinstitutional cooperation and improving preparedness for crisis situations.<\/p>\n<p style=\"font-weight: 400;\">I was mandated by the President of the County Council to stand in for him. I also indicated that, unfortunately, for a year and a half the council decision on substitution has been missing, although it would be needed for the legal basis to be fully clear. I hope this will be remedied.<\/p>\n<p style=\"font-weight: 400;\">This is the\u00a0<strong>418th Civil Affairs Battalion<\/strong>, whose members are not only taking part in military exercises in Romania, but also in community programmes and institutional meetings, with the aim of understanding and strengthening U.S. security cooperation objectives at local level.<\/p>\n<p style=\"font-weight: 400;\">Within the framework of the\u00a0<strong>CIMIC VICTORY<\/strong>\u00a0programme, they work together with the Romanian Army\u2019s 1st CIMIC Battalion \u2014 and today this cooperation continued in Harghita County.<\/p>\n<p style=\"font-weight: 400;\"><strong>What had to be said \u2014 and what is rarely said<\/strong><\/p>\n<p style=\"font-weight: 400;\">This was not an ordinary diplomatic meeting.<\/p>\n<p style=\"font-weight: 400;\">Three issues were raised that are rarely discussed in institutional settings.<\/p>\n<p style=\"font-weight: 400;\"><strong>The human cost: when poor communication kills<\/strong><\/p>\n<p style=\"font-weight: 400;\">Two years ago, a person paid with his life because the military system, through poor, incomplete and inhumane communication, allowed him to become terrified during the county mobilisation exercise, MOBEX, and to end his life.<\/p>\n<p style=\"font-weight: 400;\">He believed he would be taken to fight in Ukraine.<\/p>\n<p style=\"font-weight: 400;\">This is not a statistic. This is a life lost, for which the system bears responsibility.<\/p>\n<p style=\"font-weight: 400;\">Such tragedies could be prevented if the dialogue between the military and society were institutionalised, humane and regular.<\/p>\n<p style=\"font-weight: 400;\"><strong>Fear of being called up<\/strong><\/p>\n<p style=\"font-weight: 400;\">This Easter, there was a person who did not dare to come home from abroad to his family because he was afraid of being called up.<\/p>\n<p style=\"font-weight: 400;\">This fear is not imaginary.<\/p>\n<p style=\"font-weight: 400;\">In Romania, even in 2026, the issue of military mobilisation remains active, and the country is updating its National Defence Strategy for 2026\u20132030, one of whose priorities is strengthening citizens\u2019 trust in institutions.<\/p>\n<p style=\"font-weight: 400;\">If this fear is not addressed through institutional communication, deep wounds will remain \u2014 not only in individuals, but also in the relationship between the community and the system.<\/p>\n<p style=\"font-weight: 400;\"><strong>The Uz Valley \u2014 the wound that has not healed<\/strong><\/p>\n<p style=\"font-weight: 400;\">The issue of the cemetery in the Uz Valley has been an open wound since 2019.<\/p>\n<p style=\"font-weight: 400;\">It is a First World War military cemetery where Hungarians and Romanians rest side by side \u2014 yet politics, nationalism and communication manipulation have kept the conflict alive for years.<\/p>\n<p style=\"font-weight: 400;\">The American side heard this today.<\/p>\n<p style=\"font-weight: 400;\">They heard that this is not merely a symbolic dispute. It is a question of the culture of coexistence and of people\u2019s respect for one another.<\/p>\n<p style=\"font-weight: 400;\"><strong>What the Americans requested \u2014 and what is unique in Harghita<\/strong><\/p>\n<p style=\"font-weight: 400;\">At the end of the meeting, the U.S. civil-military delegation made a concrete request: to establish an institutionalised working group in Harghita County on society and security, meeting regularly within the framework permitted by Romanian law.<\/p>\n<p style=\"font-weight: 400;\">Its topics would include:<\/p>\n<ul style=\"font-weight: 400;\">\n<li>community awareness;<\/li>\n<li>resilience;<\/li>\n<li>defence against disinformation;<\/li>\n<li>communication in disaster and emergency situations;<\/li>\n<li>preparedness from children to the elderly.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">The delegation said that only in Harghita County had they encountered openness to such a deep, human and honest dialogue.<\/p>\n<p style=\"font-weight: 400;\">This is confirmation.<\/p>\n<p style=\"font-weight: 400;\">It proves that the way we represent our communities from Harghita County \u2014 both in Brussels and at home \u2014 is pointing in the right direction.<\/p>\n<p style=\"font-weight: 400;\">NATO itself emphasises in 2026 that the Alliance\u2019s security is complete only when civilian and military authorities, civil society and local governments cooperate closely. The theme of NATO\u2019s annual\u00a0<strong>CIMIC Foresight Conference 2026<\/strong>\u00a0reflects this as well:\u00a0<strong>\u201cAlignment with Reality.\u201d<\/strong><\/p>\n<p style=\"font-weight: 400;\"><strong>The danger of disinformation \u2014 and the price of calm in Harghita County<\/strong><\/p>\n<p style=\"font-weight: 400;\">Romania received a harsh lesson in hybrid warfare in 2024 and 2025.<\/p>\n<p style=\"font-weight: 400;\">A Russian influence campaign distorted elections through 25,000 TikTok accounts and attempted to help an extremist, anti-NATO candidate gain power.<\/p>\n<p style=\"font-weight: 400;\">In Romania, disinformation is not only a political danger. According to the findings of the Prosecutor General\u2019s Office, coordinated cyberattacks, emotional manipulation and actions against the constitutional order were also linked to this campaign.<\/p>\n<p style=\"font-weight: 400;\">Harghita County is in a particularly vulnerable position. The last county-seat television channel, Sz\u00e9kely TV, closed a few weeks ago. Miercurea Ciuc, a county seat, has been left without daily television broadcasting.<\/p>\n<p style=\"font-weight: 400;\">Today, media exists only where someone has a certain interest. But public information should not be driven by interests.<\/p>\n<p style=\"font-weight: 400;\">This is one of the problems the\u00a0<strong>AgoraEU<\/strong>\u00a0programme could address \u2014 a programme in whose development at EU level Borboly Csaba participates as rapporteur in the European Committee of the Regions. One of its goals is also to eliminate \u201cmedia deserts\u201d such as Harghita County risks becoming.<\/p>\n<p style=\"font-weight: 400;\">As the successor to\u00a0<strong>Creative Europe<\/strong>\u00a0and\u00a0<strong>CERV+<\/strong>,\u00a0<strong>AgoraEU<\/strong>\u00a0would finance small media organisations, local cultural institutions and democratic participation between 2028 and 2034, with particular attention to rural and less developed regions.<\/p>\n<p style=\"font-weight: 400;\">This is not merely a \u201ccultural\u201d programme.<\/p>\n<p style=\"font-weight: 400;\">It is a security programme.<\/p>\n<p style=\"font-weight: 400;\">Because where there is no free and credible local media, disinformation gains ground \u2014 and the community\u2019s resilience weakens.<\/p>\n<p style=\"font-weight: 400;\"><strong>The bigger picture: the EU defence framework and Harghita\u2019s opportunities<\/strong><\/p>\n<p style=\"font-weight: 400;\">In the spring of 2025, the European Committee of the Regions established its Working Group on Defence, with the aim of ensuring that the voice of regions and cities is included in European defence decision-making.<\/p>\n<p style=\"font-weight: 400;\">The working group\u2019s 2025\u20132027 agenda sets out five priorities:<\/p>\n<ul style=\"font-weight: 400;\">\n<li>investment in defence capabilities, with particular attention to small and medium-sized enterprises, research centres and dual-use projects;<\/li>\n<li>the 2028\u20132034 Multiannual Financial Framework, in which defence allocation should be increased fivefold;<\/li>\n<li>strengthening the civil protection mechanism, including community resilience and the mobilisation of volunteers;<\/li>\n<li>developing dual-use infrastructure, railway corridors and border crossings;<\/li>\n<li>countering hybrid threats: disinformation and foreign interference.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">The EU\u2019s\u00a0<strong>SAFE<\/strong>\u00a0programme \u2014 under whose first wave Romania received an allocation of EUR 16.68 billion \u2014 was launched at the beginning of 2026.<\/p>\n<p style=\"font-weight: 400;\">This does not mean only arms procurement. The programme emphasises dual-use developments, the strengthening of the European industrial base, and also opens opportunities for small and medium-sized enterprises.<\/p>\n<p style=\"font-weight: 400;\">Harghita County is in a unique position: because of its natural conditions, its geographical location, its volunteer rescue network, and now \u2014 after today\u2019s meeting \u2014 because a concrete American-Romanian proposal is on the table.<\/p>\n<p style=\"font-weight: 400;\"><strong>What I could not achieve \u2014 but what we must now try again<\/strong><\/p>\n<p style=\"font-weight: 400;\">When I was President of Harghita County Council, we launched several initiatives that representatives of both the Romanian and American defence ministries considered valuable today.<\/p>\n<p style=\"font-weight: 400;\">At that time, these proposals were removed from the agenda of the county emergency committee, with the explanation that \u201cthey are not included in the regulations.\u201d<\/p>\n<p style=\"font-weight: 400;\">Even today, we do not have direct competence.<\/p>\n<p style=\"font-weight: 400;\">But to save human lives, reduce fear and push back disinformation, we need institutionalised working groups \u2014 not merely goodwill and regulations.<\/p>\n<p style=\"font-weight: 400;\">The request of the American delegation was clear: let us try again.<\/p>\n<p style=\"font-weight: 400;\"><strong>The badge \u2014 and what it means<\/strong><\/p>\n<p style=\"font-weight: 400;\">At the end of the meeting, Dominic Smith handed me the badge of his unit.<\/p>\n<p style=\"font-weight: 400;\">This is not a gift. It is trust.<\/p>\n<p style=\"font-weight: 400;\">It is recognition that Harghita County is represented by someone who is able to speak honestly even about difficult questions.<\/p>\n<p style=\"font-weight: 400;\">In return, I gave two bottles of p\u00e1linka: bilberry p\u00e1linka for the lady member of the delegation, and another bottle for the commander.<\/p>\n<p style=\"font-weight: 400;\">Because trust goes both ways.<\/p>\n<p style=\"font-weight: 400;\">And because there is something deeply human in the fact that, even at such a meeting, there is room for p\u00e1linka and honest words.<\/p>\n<p style=\"font-weight: 400;\">They will return in December.<\/p>\n<p style=\"font-weight: 400;\">Until then, we have homework to do.<\/p>\n<p style=\"font-weight: 400;\"><strong>What is the next step?<\/strong><\/p>\n<p style=\"font-weight: 400;\">The question now goes to the President of Harghita County Council: will these proposals be welcomed?
