{"id":1796,"date":"2026-04-24T15:43:14","date_gmt":"2026-04-24T15:43:14","guid":{"rendered":"https:\/\/cor.borbolycsaba.ro\/en\/?p=1796"},"modified":"2026-04-24T15:43:14","modified_gmt":"2026-04-24T15:43:14","slug":"today-i-worked-in-brussels-research-wages-rights-and-the-future-of-harghita-county-in-eu-decisions","status":"publish","type":"post","link":"https:\/\/cor.borbolycsaba.ro\/en\/today-i-worked-in-brussels-research-wages-rights-and-the-future-of-harghita-county-in-eu-decisions\/","title":{"rendered":"Today I worked in Brussels: research, wages, rights and the future of Harghita County in EU decisions"},"content":{"rendered":"<p style=\"font-weight: 400;\">Today, in the #SEDEC Commission of the European Committee of the Regions, four dossiers were debated that will influence the next ten years of Harghita County: the EU strategy on research and technology infrastructure, the European Social Fund 2028\u20132034, the LGBTIQ+ Equality Strategy, and the EU Anti-Racism Strategy.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">I took the floor, submitted amendments, and in every decision I represented the same principle: Harghita County must not be a second-class region in Europe \u2014 neither financially, nor in terms of rights, nor in terms of respect.<\/p>\n<p style=\"font-weight: 400;\">\n<ol>\n<li style=\"font-weight: 400;\">Research and innovation: the EU map must not show only Berlin and Paris<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">In the debate on the EU strategy for research and technology infrastructure, I made it clear: today, most European research funds and laboratories are concentrated in a few wealthy countries, while Romania and Harghita County are barely visible on the map. Without research, there are no good jobs. Without good jobs, young people leave.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">That is why I asked that:<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">mountain, border and less developed regions \u2014 including Harghita \u2014 be specifically included in EU research funding;<\/li>\n<li style=\"font-weight: 400;\">the funding system should not be designed only for major universities, but also for local institutions and small and medium-sized enterprises in Harghita;<\/li>\n<li style=\"font-weight: 400;\">local specificities should not be an obstacle, but the system should take into account the real situation of the region.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Harghita County is already a European Regional Innovation Valley in the field of food security. We are not asking for gift money; we are asking for the same chance to compete as western regions. If my proposals are included in the strategy, concrete research projects and engineering and IT jobs could be created here, in Harghita, in the coming years.<\/p>\n<p style=\"font-weight: 400;\">\n<ol start=\"2\">\n<li style=\"font-weight: 400;\">European Social Fund: social Europe means nothing if it stops at the city limits<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">In the debate on the European Social Fund framework for 2028\u20132034, I said that in Harghita County there are people who work and still live in poverty. The average wage is below the national average, households spend much more on heating because of the mountain climate, and schools, doctors and young people are gradually disappearing from our villages.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">I asked that the new ESF rules:<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">treat separately those areas where wages are low, living costs are high and migration is strong;<\/li>\n<li style=\"font-weight: 400;\">allow funding not only for large urban programmes, but also for training programmes in which local communities can fully participate;<\/li>\n<li style=\"font-weight: 400;\">support partnerships between local higher education institutions and employers, so that young graduates do not have to seek their future in Bucharest or abroad, but in Harghita.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">I am not asking for privileges for Harghita County, but for equal opportunities in an unequal situation. Social Europe only has meaning if support reaches places like ours too \u2014 where the weather is colder, wages are lower and the hospital is farther away.<\/p>\n<p style=\"font-weight: 400;\">\n<ol start=\"3\">\n<li style=\"font-weight: 400;\">LGBTIQ+ Strategy: respect for everyone, but the specific situation of local communities deserves distinct attention<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">In the debate on the LGBTIQ+ Equality Strategy 2026\u20132030, I made it clear: every person deserves respect and human dignity, regardless of whom they love. At the same time, communities with their own historical, cultural and territorial roots must also be considered separately.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">It is not acceptable for this category to be absorbed into any other issue. Equality does not mean pushing every question under a single label, but protecting each community according to its own specific characteristics.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">That is why I asked that the equality strategy:<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">mention separately communities with specific situations as distinct legal subjects;<\/li>\n<li style=\"font-weight: 400;\">strengthen the protection of parental rights, local decision-making and multilingualism;<\/li>\n<li style=\"font-weight: 400;\">not allow any new political framework to weaken already acquired linguistic, educational and community rights.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Seen from Harghita County, this is not a theoretical debate, but part of our everyday life: schools, local institutions, religious and cultural communities. These must be secured now at EU level, because future frameworks and funding will be built on this basis.<\/p>\n<p style=\"font-weight: 400;\">\n<ol start=\"4\">\n<li style=\"font-weight: 400;\">Anti-Racism Strategy: we do not want to be second-class citizens<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The new EU Anti-Racism Strategy concerns how the Union acts against hate speech, discrimination and exclusion. According to a recent analysis, ethnic and racial discrimination causes billions of euros in damage every year \u2014 but the greatest losses are borne by regions where people cannot fully participate in the labour market, education and public life.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Here too, I represented two points:<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">the protection of symbols and identity: anti-racism legislation must not be used to prevent a community from displaying its symbols or living its traditions;<\/li>\n<li style=\"font-weight: 400;\">the targeted allocation of EU funds to places where real disadvantage exists: cohesion and social funds must reach areas where people live with lower wages and fewer opportunities \u2014 they must not remain stuck in the capital.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The goal is simple: we do not want to be second-class citizens \u2014 not in terms of rights, not in terms of financial opportunities, and not when it comes to whether our voice is heard in European decisions.<\/p>\n<p style=\"font-weight: 400;\">\n<ol start=\"5\">\n<li style=\"font-weight: 400;\">Why are Harghita County Council and government representation important in this?<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Bringing good texts and favourable frameworks home from Brussels is only the first half. The second half is played in Bucharest, in Miercurea Ciuc, and in the other localities and counties.<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">If government and parliamentary representation also includes these aspects in Romanian legislation and in the National Partnership Plan,<\/li>\n<li style=\"font-weight: 400;\">and if Harghita County Council prepares projects, budgets and partnerships in time,<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">then today\u2019s Brussels debates can turn into real investments, jobs, training programmes and measures that help keep young people at home in Harghita County.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">If this does not happen, then even a good European text remains without effect: the money stops in Bucharest, the conditions are written by others, and we merely watch another cycle pass without deciding for ourselves what kind of future we are building.<\/p>\n<p style=\"font-weight: 400;\">\n<ol start=\"6\">\n<li style=\"font-weight: 400;\">A concrete message for Harghita County Council<\/li>\n<\/ol>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">In the period ahead, two things have no place: delay and waiting.<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">The EU strategies on research, social policy and equality are being shaped now.<\/li>\n<li style=\"font-weight: 400;\">Preparations for the next multiannual budget, 2028\u20132034, are beginning now.<\/li>\n<li style=\"font-weight: 400;\">County budgets are being adopted now.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Those who act now gain position. Those who are late fall behind.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">That is why I ask Harghita County Council to:<\/p>\n<p style=\"font-weight: 400;\">\n<ul>\n<li style=\"font-weight: 400;\">develop a local action plan for equality and development;<\/li>\n<li style=\"font-weight: 400;\">prepare the list of ESF and ERDF projects, with special attention to wages, heating costs and keeping young people at home;<\/li>\n<li style=\"font-weight: 400;\">build partnerships with local educational institutions, businesses and civil organisations;<\/li>\n<li style=\"font-weight: 400;\">make use of government presence so that the priorities formulated in Brussels are also applied in Bucharest.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">Final message to the residents of Harghita County<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">I go to Brussels so that others do not decide about us without us.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">I speak up so that Harghita County, mountain communities and disadvantaged communities do not stand at the end of the line when decisions are made about money, rights and the future.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">And I return home after every meeting so that these opportunities can be built locally into the county\u2019s budget, projects and decisions.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">If the county leadership, local authorities, government representation and local communities pull in the same direction, then today\u2019s Brussels debates will not remain just words.
