He submitted seven amendments, all of which were accepted by the rapporteur and approved by the committee.<\/p>\n<p style=\"font-weight: 400;\">The Mayor of Warsaw accepted Harghita County\u2019s perspectives<\/p>\n<p style=\"font-weight: 400;\">The report was prepared by Rafa\u0142 Trzaskowski, Mayor of Warsaw and representative of the European People\u2019s Party in the Committee of the Regions. Borboly Csaba is also an EPP member, and the two engaged in active professional consultations during the preparation phase. This cooperation has now produced tangible results: all seven amendments were incorporated into the final text.<\/p>\n<p style=\"font-weight: 400;\">This outcome is not self-evident. The Committee of the Regions includes hundreds of members, and the rapporteur is not obliged to accept any amendments. The fact that proposals from a mountainous region were included shows that rural experiences converge across countries: many regions share similar challenges\u2014rich natural assets but structural economic disadvantages\u2014which have not received sufficient attention in EU budget negotiations so far.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">What is this report and why does it directly affect Harghita County?<\/p>\n<p style=\"font-weight: 400;\">The European Union plans its budget every seven years through the Multiannual Financial Framework. The current framework expires in 2027, and preparations are now underway for the 2028\u20132034 period. This is the moment when rules can be shaped to ensure that rural and mountainous regions, rich in natural resources, receive special attention and funding.<\/p>\n<p style=\"font-weight: 400;\">If these elements are not included, Harghita County will compete for EU funds under the same conditions as regions that do not face the same realities. This is not fair. Regions that preserve Europe\u2019s natural heritage should not be disadvantaged.<\/p>\n<p style=\"font-weight: 400;\">The report adopted today establishes this principle. It does not allocate funds directly, but it sets the political direction that the European Commission and Member States are expected to follow.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"font-weight: 400;\">What did Borboly Csaba propose?<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">The seven amendments cover several key areas:<\/p>\n<p style=\"font-weight: 400;\">cohesion policies tailored to disadvantaged regions, including mountainous and biodiversity-rich areas;<\/p>\n<p style=\"font-weight: 400;\">mandatory territorial impact assessments for EU programs;<\/p>\n<p style=\"font-weight: 400;\">real involvement of local authorities in drafting national plans;<\/p>\n<p style=\"font-weight: 400;\">compulsory participation of local authorities in energy and climate planning;<\/p>\n<p style=\"font-weight: 400;\">integration of regional multi-stakeholder platforms into national coordination;<\/p>\n<p style=\"font-weight: 400;\">dedicated funding within the LIFE program for regions affected by coexistence with wildlife;<\/p>\n<p style=\"font-weight: 400;\">the principle that regions protecting nature must not be penalized.<\/p>\n<p style=\"font-weight: 400;\">What happens next and when will results be visible?<\/p>\n<p style=\"font-weight: 400;\">The report becomes the official position of the Committee of the Regions. Actual budget negotiations will take place in 2026\u20132027, and the new framework will come into force in 2028.<\/p>\n<p style=\"font-weight: 400;\">Results will begin to be felt after 2028, if these principles are reflected in legislation. In EU decision-making, such documents shape what can realistically be advanced in final negotiations.<\/p>\n<p style=\"font-weight: 400;\">\n<p style=\"font-weight: 400;\">What can Romania do?<\/p>\n<p style=\"font-weight: 400;\">The Romanian government now has a key opportunity to influence funding conditions for the coming years. It must ensure genuine involvement of local authorities in national plans and clearly present environmental needs.<\/p>\n<p style=\"font-weight: 400;\">Romania should present its natural assets as a strength, not a burden, supported by concrete data, programs, and well-founded funding requests.<\/p>\n<p style=\"font-weight: 400;\">Why must the effort continue?<\/p>\n<p style=\"font-weight: 400;\">These texts are not legally binding but provide guidance. For real impact, the principles must be translated into legislation and funding mechanisms.<\/p>\n<p style=\"font-weight: 400;\">That is why continuous presence in the European decision-making process is essential.
