The aim was to ensure that the\u00a0<strong>green transition does not increase social inequalities<\/strong>, but instead takes into account the specific situation of\u00a0<strong>rural and mountainous regions<\/strong>.<\/p>\n<p style=\"font-weight: 400;\">The final EU regulation reflects these proposals in several respects. It states that, when preparing\u00a0<strong>Social Climate Plans<\/strong>, Member States must consult\u00a0<strong>local and regional authorities<\/strong>, as they are the ones most familiar with the specific characteristics of their territories. In addition, the measures must be designed\u00a0<strong>at territorial level<\/strong>, taking into account the economic and social differences between regions.<\/p>\n<p style=\"font-weight: 400;\">The regulation also gives special attention to\u00a0<strong>rural, peripheral and mountainous areas<\/strong>. In these regions, alternative transport options are often limited, and many households still rely on\u00a0<strong>traditional heating systems<\/strong>. For this reason, the legislation addresses both\u00a0<strong>energy poverty<\/strong>\u00a0and\u00a0<strong>transport poverty<\/strong>\u00a0as distinct challenges. As part of this approach, Member States are required to conduct\u00a0<strong>territorial impact assessments<\/strong>\u00a0and identify the regions and households that are most affected.<\/p>\n<p style=\"font-weight: 400;\">The new regulation also allows the\u00a0<strong>most vulnerable households<\/strong>\u00a0to receive\u00a0<strong>temporary direct income support<\/strong>, as well as\u00a0<strong>subsidies, vouchers or preferential financing schemes<\/strong>\u00a0for\u00a0<strong>energy-efficiency investments<\/strong>. It also encourages the creation of\u00a0<strong>energy communities<\/strong>\u00a0and greater citizen participation in the expansion of\u00a0<strong>renewable energy<\/strong>.<\/p>\n<p style=\"font-weight: 400;\">The regulation also pays particular attention to\u00a0<strong>socially vulnerable groups<\/strong>\u00a0\u2013 such as\u00a0<strong>women, single parents and persons with disabilities<\/strong>\u00a0\u2013 in addressing energy poverty.<\/p>\n<p style=\"font-weight: 400;\">The new fund therefore starts within a framework that reflects\u00a0<strong>the perspectives of regions<\/strong>\u00a0in several aspects and gives greater consideration to\u00a0<strong>rural and mountainous communities<\/strong>\u00a0in Europe\u2019s green transition.<\/p>\n<p style=\"font-weight: 400;\">\n","protected":false},"excerpt":{"rendered":"<p>The European Union\u2019s new\u00a0Social Climate Fund, worth\u00a0\u20ac86.7 billion, includes several elements that were previously proposed by\u00a0Csaba Borboly\u00a0in a policy opinion prepared within the\u00a0European Committee of the Regions.
