Streams have become more unpredictable, sudden floods and droughts are more frequent, and forests and wetlands are in need of protection,\u201d said\u00a0<strong>Borboly Csaba<\/strong>\u00a0during a\u00a0<strong>press conference<\/strong>.<u><\/u><u><\/u><\/p>\n<p>Borboly Csaba highlighted that the\u00a0<strong>Harghita County Council<\/strong>, together with the\u00a0<strong>REPER21 Association<\/strong>\u00a0\u2013 the\u00a0<strong>national coordinator of the European Climate Pact in Romania<\/strong>\u00a0\u2013 and the\u00a0<strong>Research and Development Institute for Game Management and Mountain Resources (ICDCRM)<\/strong>,\u00a0<strong>cordially invite the public to the conference \u201cWater Resilience in Mountain Areas in the Context of Climate Change\u201d<\/strong>, which will take place on\u00a0<strong>November 17, 2025, at 8:45 a.m.<\/strong>, in\u00a0<strong>Miercurea Ciuc<\/strong>, at the headquarters of ICDCRM.<u><\/u><u><\/u><\/p>\n<p>The event is part of the European series\u00a0<strong>\u201cShaping Tomorrow, together with the European Climate Pact\u201d<\/strong>, jointly organized by the\u00a0<strong>European Climate Pact<\/strong>\u00a0and the\u00a0<strong>European Committee of the Regions<\/strong>, within the framework of the\u00a0<strong>#EURegionsWeek<\/strong>. Its central theme is the\u00a0<strong>resilience and sustainable management of mountain water resources<\/strong>, a key strategic area given the impact of climate change on hydrological systems, ecosystems, local communities, and the economy.<u><\/u><u><\/u><\/p>\n<p>\u201cThe Carpathians are often referred to as Romania\u2019s\u00a0<em>water tower<\/em>. Therefore, maintaining the sustainability and resilience of their waters is essential not only for local communities but also for the food, energy, and climate security of the country and the entire region,\u201d Borboly Csaba emphasized.<u><\/u><u><\/u><\/p>\n<p>The program will bring together over\u00a0<strong>60 participants<\/strong>\u00a0at European and national level, including\u00a0<strong>representatives of local authorities, researchers, NGOs, and young climate activists<\/strong>. The hybrid-format conference will feature\u00a0<strong>roundtable discussions, interactive debates, and a study visit<\/strong>, where participants will exchange views and collaborate on topics such as:<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>hydrological and climatic impacts on mountain areas;<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>integrated water management models and nature-based solutions;<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>the role of biodiversity, mountain forests, and wetlands;<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>the vulnerability of infrastructure and communities;<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>the socio-economic and cultural dimensions of water resilience;<u><\/u><u><\/u><\/p>\n<p><u><\/u>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<u><\/u>governance and cross-border cooperation in the Carpathians.<u><\/u><u><\/u><\/p>\n<p>\u201cI am convinced that without the opinions and experience of local people, there can be no effective and lasting environmental protection.
