Today, the European Commission and the European Committee of the Regions have launched a Stakeholder Platform to help implement the\u00a0<\/span>EU Action Plan: \u201cTowards Zero Pollution for Air, Water and Soil\u201d<\/span><\/a>. The Action Plan \u2013 a key deliverable of the\u00a0<\/span>European Green Deal<\/span><\/a>\u00a0and the main topic of this year\u2019s\u00a0<\/span>EU Green Week<\/span><\/a>\u00a0\u2013 was adopted on 12 May 2021. It sets out an integrated vision for 2050 to reduce pollution to levels that are no longer harmful to human health and natural ecosystems, as well as intermediary targets for 2030, and actions to achieve the objectives.\u200b<\/span><\/p>\n

Cities and regions have a key role to play in translating this vision into action on the ground. Reducing pollution requires clean choices for regional and urban mobility and energy, investments in buildings and infrastructure, as well as overall spatial planning. All these decisions affect the health and wellbeing of citizens.<\/span><\/p>\n

Commissioner for the Environment, Oceans and Fisheries\u00a0Virginijus\u00a0Sinkevi\u010dius\u00a0said:\u00a0<\/span>“Cities and regions are at the forefront of implementing policies related to pollution, and are major drivers in the green transition. Many are already finding innovative solutions to clean their air, water and soil, and encourage more sustainable patterns of production and consumption. I am delighted to partner with the European Committee of the Regions to create this new platform to share these good ideas, and support zero pollution objectives on the ground.”<\/span><\/i><\/p>\n

The President of the European Committee of the Regions and Governor of the Region of Central Macedonia in Greece,\u00a0Apostolos Tzitzikostas, welcomed the platform saying:\u00a0<\/span>“We all have a responsibility to act to protect our environment, leaving the safe and healthy future our children and planet deserve. \u00a0Governments, businesses and stakeholders must all come together to stop the pollution of our water, air and land. \u00a0It needs local leadership which is why the European Committee of the Regions is delighted to launch the Zero Pollution Stakeholders Platform with the European Commission”<\/span><\/i><\/p>\n

Vasco Alves Cordeiro, First Vice-President of the European Committee of the Regions and Member of the Azores Regional Parliament, took part in the launch event of the Zero Pollution Stakeholder Platform, saying:\u00a0<\/span>“Local and regional governments are responsible for delivering 70% of EU policies, 70% of climate mitigation measures and up to 90% of climate adaptation measures. The Zero Pollution Action Plan is essential to save lives and create a more sustainable future. Its Platform will help translate European goals into local and regional realities, as regions and cities are in a better position to assess the effectiveness of measures and the fulfilment of goals. To be a success, this will need to be an open and inclusive process, mobilising citizens, SMEs, businesses, social movements, and research institutions. Exploring synergies and ensuring territorial cohesion is essential.”<\/span><\/i><\/p>\n

The Zero Pollution Stakeholder Platform will help deliver on the flagship initiatives and actions set out in the Zero Pollution Action Plan by<\/span><\/p>\n

–\u00a0bringing together actors from different communities and areas of expertise to tackle inter-related challenges, e.g. strengthening a joint environment and health agenda;<\/span><\/p>\n

–\u00a0defining a common vision on how to achieve zero pollution objectives;<\/span><\/p>\n

–\u00a0developing and sharing good practices on cross-cutting topics such as financing for zero pollution innovation and jobs, boosting sustainable production and consumption, and creating thematic hubs like the Clean Air Tech Hub.<\/span><\/p>\n

The announcement of the launch was made at the closing session of this year\u2019s\u00a0<\/span>EU Green Week<\/span><\/a>, the biggest annual event on EU environment policy, which gathered more than 3\u00a0000 participants from across the EU to discuss zero pollution from its many angles at the main Brussels conference, online, and in more than 600 partner events across Europe. The EU Green Week was launched on Monday, 31 May 2021 in Lahti, the European Green Capital 2021.<\/span><\/p>\n

Background<\/span><\/p>\n

Pollution is the largest environmental cause of mental and physical diseases, and of premature death, especially among vulnerable groups such as children, people with certain medical conditions and older generations. People who live in more deprived areas often live close to contaminated sites or in areas with elevated traffic flows. Pollution is also one of the main reasons for the loss of biodiversity, diminishing the capacity of ecosystems to provide services such as carbon sequestration and air and water decontamination.<\/span><\/p>\n

Cities are particularly affected by pollution. Over 100 cities in the EU still do not meet EU air quality standards. And despite the improvements in compliance for urban wastewater treatment, there is still sewage from around 37 million people which is not properly treated, with 7 capital cities of EU Member States not meeting the minimum requirements. Ensuring proper wastewater treatment will require investments of over EUR 200 billion in the coming years.<\/span><\/p>\n

The EU Green Week was the first major stakeholder event organised on zero pollution after the adoption of the Zero Pollution Action Plan. The Zero Pollution Stakeholder Platform will follow on these exchanges. The Commission and the European Committee of the Regions will, by the end of the year, kick off activities by launching an expression of interest to ensure broad-ranging participation and focus on key themes for common action. The Zero Pollution Stakeholder Platform will also establish synergies with other relevant initiatives, such as the\u00a0<\/span>European Climate Pact<\/span><\/a>\u00a0and the\u00a0<\/span>Circular Economy Stakeholder Platform.<\/span><\/a><\/p>\n
